Getting 'not authorized' message after logging in

To reproduce

1. Start Continuum
2. Create admin account
3. logged out
4. Go to this link http://localhost:8080/continuum/projectGroupSummary.action?projectGroupId=1
5. you should see the "You are not authorized to view..." message
6. Log in
7. Project groups page is displayed with all the content and a 'not authorized' error message.
