Provide a health check utility

As a system administrator, I'd like to see whether there are any problems with my Continuum
instance so I can repair them or re-start to get things back in order.

Things like...
 - wrong NEXT_VAL values in the SEQUENCE_TABLE (next value is less than or equal to the max
id already in use for that table)
 - null values where there shouldn't be
 - orphan records
 - missing records (a project points to a build def that doesn't exist)

What else can go wrong?

This needs to be available at the command line in case Continuum won't start, and should also
be displayed on a web page.

A future enhancement would be the ability to repair some of the problems it finds.
