A Project Administrator editing a user is given the "appearance" of being able to remove domain
wide roles from any user.

To reproduce:

1. Create a new user.
2. Assign the role "registered user".
3. Assign the resource role "Project Administrator" for any project.
4. Logout
4. Log in with the new userId.
5. Click "Users" in left-nav.
6. Edit a user - such as an admin.
7. Click "Edit Roles" at the bottom of the resulting page.

You are presented with non-greyed checkboxes in the resulting page under the "Assigned Roles"
heading. The user logged in is only a Project Administrator - the user being edited is a User
Admin.

The boxes can be unchecked and the user can click "Submit" giving the appearance of modifying
the user.

The boxes under "Assigned Roles" should be greyed out if they are going to be there at all.

The user IS NOT actually modified by clicking "Submit"
