Impossible to create a release with svn >= 1.5.1

                 Key: CONTINUUM-1959
             Project: Continuum
          Issue Type: Bug
          Components: Release
    Affects Versions: 1.2.2
         Environment: RHEL 5 + JDK 1.6_10 + SVN 1.5.x
            Reporter: Bertrand Gressier

When I want create a release with SVN version >= 1.5.1, it doesn't work. I have this error

[ERROR] org.apache.maven.shared.release.scm.ReleaseScmCommandException: Unable to tag SCM
Provider message:
The svn tag command failed.
Command output:
svn: Commit failed (details follow):
svn: File '/svn/test/projet-test/tags/0.3/' already exists

I have rollback my version to 1.5.0 of subversion. Works well with it.
