This is intentional... in an environment with more than one Continuum instance sharing a user
database, you might have the same groupId on more than one server.  You wouldn't want deleting
the group from one server to remove the roles.

I'd like to see this solved by http://jira.codehaus.org/browse/REDBACK-138 instead.
