Unless I'm convinced otherwise I will close this as "won't fix" soon.

The working directory is keyed of the id of the project and can is something that Continuum
will reserve the right to change and move around as it sees fit in the future. 

If you have modules that depend on each other code-wise they should be a single project in
Continuum or you can make a special module in cvs so that cvs will check out another module
under your working directory or if you use svn you can use svn:externals to fix the issue.
