Continuum is very unhappy if you try to upload a POM where the <notifiers/> section
in <ciManagement> is missing or empty. As far as I understand it, notification is an
optional feature of Continuum, so that section of the POM should be too.

As a matter of fact, the entire <ciManagement> section should be optional. A project
shouldn't need to know that Continuum is building it - that's unnecessarily tight coupling.
It's entirely possible (as in our case) that several unrelated CI systems could be building
the project.
