Thanks Sharan for bring this here. Good to see Manrique around :-)

For giving the folks a bit of context, the topic has been already discussed
in Incubator http://markmail.org/message/ubx3utli3bnltv75

Even if some of us we had the opinion that metrics could help ASF projects
to see more hidden things, my feeling was that most of the people prefer
personal opinions than just figures. I thin that both are complementary, so
let's see if now is a better moment to get people understanding the
approach.
