AFAICT that does not apply to reporter.apache.org

It only seems to relate to the tools/meetups function.

There is a readme for projects-new:

https://svn.apache.org/repos/asf/comdev/projects.apache.org/STRUCTURE.txt

but there's nothing for reporter.a.o apart from a basic code checkin.
The code has almost no comments.
