That's not my understanding. It's not what I've heard from the Board
over the years, particularly from Greg. And I believe that it's for a
very good reason that personnel votes at Apache are not majority rule:
majority rule forces a result rather than creates consensus.

The ambiguity of voting.html has long irritated me and it was on my
own internal list of policies to clarify.  I figured I would tackle it
later because it is so fundamental, but perhaps it will force itself
onto the agenda sooner.

I contend that the reasoning applied in this thread that personnel
votes are "procedural votes" is not correct, and that therefore it
does not follow that they are majority rule.
