This is on the radar (you are not the first to request this).

That's what we have Marvin for. Possibly, we could insert a link to the 
reporter system in marvin's emails.

The report template is editable, so there is that. As for sending 
emails...well, there's traction on making that happen, as we would still 
want chairs to do a bit of the work ;-)
