Subject [Daemon] JVSC cannot allocate memory from a specifix max heap boundary

I am using Commons Daemon 1.0.15 along with Tomcat 6.0.37 on HP-UX 11.23 IA-64 in 32 bit mode.
I have set JAVA_OPTS="-Xms256m -Xmx1024m -XX:MaxPermSize=256m"

JSVC quits with:
Error occurred during initialization of VM
Could not reserve enough space for object heap

If lower down the max heap to 512 MiB, the process runs as expected. The question now is,
why does the memory allocation fail?
