The webdav support is still in the "sandbox"
(http://commons.apache.org/vfs/filesystems.html) since it's based upon
a snapshot release of another component.  You have to check out the
source from SVN and install it into your local maven repo (at least
that's what I had to do).  By the way, it works wonderfully for us! :)
