Subject [VFS] Experienceing inconsistent behavior on resolveFile()

I am experiencing inconsistent behavior on the FileSystemManager 
resolveFile(String) method when resolving non-existent files. The jar, zip 
and tar schemes will throw an IOException if the requested file does not 
exist, while bz2 and gz do not.

For example:
tar:file:///home/snesbitt/projects/ivy/build/test/repositories/i_dont_exist!/" 
throws an IOException

bz2:file:///home/snesbitt/projects/ivy/build/test/repositories/i_dont_exist!/" )
does not throw an exception.
