In FilenameUtils in [io] we use the same as above:
   assertEquals("a" + SEP + "b" + SEP + "f",
                FilenameUtils.concat("a/b/", "f/"));
   assertEquals("a" + SEP + "b" + SEP + "f",
                FilenameUtils.concat("a/b", "f"));

Too many people (including large corporations) still use JDK1.3
