Which OS use the ftp server?
Try "ftp://user:pass@ftp.xyz.com/~user/" which might do what you want.
The problem is we do not know if you would like to access to root of the 
user-home or the root of the filesystem and 
"ftp://user:pass@ftp.xyz.com//fsroot" isnt a valid url.
