Currently DBCP doesn't provide any load-balancing/failover services.
There is an enhancement request:

But no action has been taken to implement this feature.
I would implement it by defining 2 normal datasources and then a new 
kind of datasource that does the load-balancing/failover.
Probably similar to your solution.

In the bugzilla request there is an alternative component that does 
clustering. (Didn't try it yet)
