It means you can't put any content in your prolog :-).

Actually, that's an XML parsing error indicating that there is something wrong
with the document you're trying to parse -- probably some incorrect text inside
a <!DOCTYPE>, or something bad before the <?xml> declaration.  It's not a
Digester-specific issue.
