You need way more than just jelly.jar... see the jelly's website 
dependencies plus the dependencies of each taglib you're using...

If you search the archives I had posted a utility called jellypack that 
was collecting all dependencies... (needs jelly src to be installed, I 
think).

Posting at least which class was not found might help more.
Note also that ant's classloading might have an amount of conflicts with 
other things... this practice hasn't been tested yet.
