James Holmes has promised to migrate his JDBC-based implementation of
MessageResources in Struts to commons-resourcess but it has not happened
yet.  In the mean time, you can find a pointer to that implementation on
the Struts resource pages.

Contribution of implementations like JDBC to commons-resources (or any
other userful representation of the underlying data) would be very much
appreciated.
