Hi Nate,
Normally this is caused by either an invalid cookie being sent by the server
or by not having first requested the page that actually sets the cookie.
There was a recent conversation about this on the httpclient-dev list.  If
that doesn't help, you should check out the troubleshooting guide at
http://jakarta.apache.org/commons/httpclient/troubleshooting.html which
provides a list of steps to go through to see what's going wrong.  If you
can't work it out yourself send through the wire trace to either this list
or (preferably) the httpclient-dev list and we'll see what we can do to
help.  Instructions on logging can be found at
http://jakarta.apache.org/commons/httpclient/logging.html
