Are you sure?  JBoss and Tomcat are running in the same JVM so since
JBoss's
classloader would have already picked up log4j settings, then I though
Tomcat would pick those up instead of reloading.

If this is in your servlet layer Tomcat will load from the application
classloader first before deferring.
