sftp: http://pharos.inria.fr/Java/display.jsp?id=c_12129

it's Commons Public Licence, no idea how this fits in the grand scheme of
the licencing religions.

ssh :

One was announced recently, but I can't find evidence of it yet.
Java-channel does have these:

www.jcraft.com
www.sshtools.com

which both have ssh v2 implementations.

JCraft's JSch is BSD-style.
Sshtool's J2SSH is LGPL, which might be usable if GNU would give some form
of opinion on Java + LGPL. I know Andrew Oliver has an email into them,
and I've one sitting in the licences@gnu.org inbox.
