Subject DBCP not opening multiple connections

Hello, 
I am using Tomcat with DBCP.
I define my data source in server.xml like this:

I open a browser on multiple machines and go to this web app, but when I look at the database,
I only see one inactive connection.
I expected to see one for every client user at the webapp.
 
What am I doing wrong?
