There is no equivalent in package {{o.a.c.geometry.euclidean.twod}} where rotations factory
is defined inside the {{AffineTransformMatrix2D}} class.

Some clarity could be gained from having a "symmetric" design.

Shouldn't we define a {{Rotation2D}} interface?
