The current modules layout
* {{commons-numbers-complex}} with top-level package {{o.a.c.numbers.complex}}
* {{commons-numbers-complex-streams}} with top-level package {{o.a.c.numbers.complex.streams}}

will cause problems for JPMS (sub-package cannot belong to a different module).
