My usage is for defining the user properties file that should override the default properties
file through the include feature,
The problem is the default behavior of the Apache config is when defining the same key in
the properties file the value won’t be overridden but the new value is added to the key.
I want to be able to define that a key should be unique and when defining the same key in
the properties file the old value should be override with the new one.
