Sorry, I missed the notification of your comment. 

By default the PercentEncoder will not encode the space character, because it belongs to the
US-ASCII. If you need the space character to be encoded, you can explicitly specify the array
of the character to force encode (regardless if its a US-ASCII or not). Also an optional argument
has been added for encoding the space character into '+', whenever this is a requirement.
