At time point, we could bring this up on core-libs-dev@openjdk.java.net. Would you ([~sesuncedu])
like to do the honors since you authored the failing test?

I added {{org.apache.commons.compress.archivers.zip.Java9ZipEntryTimeTest}} as a standalone
class depending only on the Zip file test fixture.
