It makes sense to me to have some flavor of Number formatter for printing out ComplexNumbers
and Matrix instances. This does open the question about dependency.

Even if we don't go that route, we probably should have form of NumberFormatter that's better
than the default Java one.

In either case we'll probably want some form of internationalization which we're waiting on,
so I'd suggest this go in any later release than 1.0.
