    Current APIs with exclusive max:
    
        random(int, int, int, boolean, boolean)
        random(int, int, int, boolean, boolean, char...)
        random(int, int, int, boolean, boolean, char[], Random)
    
    So for the sake of consistency with the existing methods and the java random api, an exclusive
max should be used.
