After reading through your patch again, I think we can use your amended skip code and remove
TarBuffer without using Buffered*Streams internally.

You use the new skipFully which throws an Exception when it cannot skip the requested number
of bytes, which changes the behavior of the existing skip method.  Why don't you just return
the result of IOUtils#skip directly?
