While you can't use a RandomGenerator instance directly to replace a Random, you can use a
RandomAdaptor.  That is really what led to tearing off the interface from Random.  I use this
so would not like to drop the interface.

I am OK with adding the method (in 4.0) if someone can come up with a good default impl to
be added to AbstractRandomGenerator.  "Good" means similar to what AbstractBitstreamGenerator
does.
