RFC3986 2.3 relates to the overall URL, not specific components.

The host part of the authority has additional constraints, see

http://tools.ietf.org/html/rfc1034#section-3.5
and
http://tools.ietf.org/html/rfc1035#section-2.3.1

These only allows alphanumeric and hyphen; underscore is not allowed.

These RFCs appear to have been extended, but I've not yet found where the host name allowable
character set is defined.
