Tested on WinXP SP3 32-bit. I am attaching the log files.

Steps:
1. Install
The same components, as for Windows 7 in the last comment.
Differences:
- Installed to F:\Tomcat7.0\  (an USB stick)
- Explicitly selected JDK 6u39 as JRE

(Looking at installed service, Tomcat7w.exe (prunmgr) shows its JRE as
C:\Program Files\Java\jdk1.6.0_39\jre\bin\server\jvm.dll
)

2. Start
3. Stop -> OK
4. Start
5. Stop -> Log file is truncated after "[info]  " (13:52:02)
6. Start -> (13:52:48)
7. Stop -> "Failed to set service status" message (13:53:44),
followed by a message in Russian (13:53:45).

The message in Russian apparently comes from OS and translates as "Invalid descriptor".

BTW, the code page of the log file is windows-1251.
