I committed what should be a fix for this issue in r1413060.  I was not able to reproduce
the compile failure; but I did see failure in javadoc correctness, which the committed change
fixed.  The suggestion above did not seem to work for me - i.e., the jvm file.encoding property
did not appear to be inherited properly by the the javac and javadoc tasks.  The change I
committed defined a new local property and explicitly set it in both tasks.  If the OP can
test and verify this works, we can resolve this as fixed.
