FTPTimestampParserImpl fails to parse future dates correctly on Feb 28th in a leap year
---------------------------------------------------------------------------------------

                 Key: NET-444
                 URL: https://issues.apache.org/jira/browse/NET-444
             Project: Commons Net
          Issue Type: Bug
          Components: FTP
    Affects Versions: 3.1
            Reporter: Sebb
            Assignee: Sebb

CI tests reported the following test failure on Feb 28th, 2012 (a leap year):

Failed tests:   testParseTimestampWithSlop(org.apache.commons.net.ftp.parser.FTPTimestampParserImplTest):
test.slop.roll.back.year expected:<1> but was:<0>

The cause is to do with how lenient future dates are handled.
