StatUtils, DescriptiveStatistics and SummaryStatistics should expose population variance
----------------------------------------------------------------------------------------

                 Key: MATH-693
                 URL: https://issues.apache.org/jira/browse/MATH-693
             Project: Commons Math
          Issue Type: Improvement
    Affects Versions: 2.2, 2.1, 2.0, 1.2, 1.1, 1.0
            Reporter: Phil Steitz
             Fix For: 3.0

Javadoc should be clearer that what is returned in the bias-corrected variance (rather than
just linking to the Variance javadoc). StatUtils should add variance methods that take a
boolean bias correction parameter and DescriptiveStatistics and SummaryStatistics should either
expose a setter or similarly add methods with boolean arguments. We need to remember to fix
the synchronized versions as well. Patches welcome!
