in JDBCDiskCache CREATE_TIME is defined as DATE, not as TIMESTAMP (or DATETIME in mysql) so
the time information is lost greatly reducing the usability of the field. Also, CREATE_TIME_SECONDS
is not actually a create time but an update time since it is set to current time on every
update.

attached patch solves both issues
