Looking at the comparator code; the main Collections codebase is only required by one class
(PriorityBuffer uses ComparableComparator). ComparatorUtils isn't even a requirement. 

The test code does make use of the comparator package (possibility of Collections have a test
dependency on Lang if this does move and collections resumes activity).

I've copied over the comparators to see what it feels like.
