when Maximum size of single uploaded file is 1 byte. 
the size of single uploaded file is 0 byte,
first time upload file can sucess.
then the size of single uploaded file is 20 bytes,
FileSizeLimitExceededException occured , it is right.
but continually upload file,the size of single uploaded file is still 0 byte,
FileSizeLimitExceededException occured, why ?
after FileSizeLimitExceededException occured,  the single uploaded file of 0 byte can not
upload , why ?
