Nice solution with the Set. Better than my second idea of Map<String, String[]>. It's a good thing you've tested this more than me, because I didn't realize that some features could be included more than once (but with different options).

About the UTF: yes, "UTF8" is the default, because this is what is in the RFC. But I added a test for the string "UTF-8" just in case.
