There's already a method which allows for arbitrary values of true and false strings:

toBooleanObject(String str, String trueString, String falseString, String nullString)

I don't think the method toBooleanObject(String str) should support anything other than EN/US
Locales.

However, if it is changed, then one should probably change toBoolean(String str) as well.
