Thanks Mladen for the answer, I actually tried double quotes in various ways and it did not
work. I could get a single line Argument with """PATH=a;b""" but in that case the quotes ended
up in the registry. Using single quotes (tick) solved this problem: --Environment 'PATH=a;b'

It does not show up in the verbose logs, but I guess it is still fine.
