Yes, it is a lot of code, mainly due to the use of reflection.
The benefit is that it works both on Java 5 ({{sun.text.Normalizer}}) and Java 6 ({{java.text.Normalizer}}).
You can delete everything related to ICU4J should you wish to save 1/3 of lines; it is not
really needed (only on non-SUN 1.5 JVMs).
