I had also some problems with that Issue. I was trying to bypass it using this code:

FileSystemManager manager = VFS.getManager();

FtpFileSystemConfigBuilder builder = (FtpFileSystemConfigBuilder) manager.getFileSystemConfigBuilder("ftp");
builder.setUserDirIsRoot(new FileSystemOptions(), true) ;

InputStream is = manager.resolveFile("ftp://...").getContent().getInputStream();

but without success.
