In order for it to resolve as a dependency in maven it would have to have a separate directory
in the maven repository.

It would have to  have a directory structure like:
commons-net/commons-net-ftp/commons-net-ftp-2.0.jar

instead of
commons-net/commons-net/commons-net-2.0-ftp.jar

This is usually accomplished by creating a module.
