This looks good.  There is some jdk 1.5-dependent code (loop over keys), some documentation
missing, and we should carefully review the API (is HashTable best to represent class data?),
but I would like to see if we can get this into 1.2.

One important issue.  The javadoc says the impl was "translated from perl."   I assume the
ASL header attached means that the author has full right to contribute this code.  Will need
confirmation from contributor.
