Is a Encoder/Decoder really a "business service", though?  Is it really something that you
would register as a Spring bean, for instance?  If so, try using a ThreadLocalTargetSource
(without Spring, a ThreadLocal variable would be easy enough to maintain).  These objects
are not that expensive to keep around, nor are their "dependencies" that hard to establish
(a boolean here and there and some charset constructor args).
