I tried to reproduce this with both Commons Net 1.4.0 and 1.4.1, and had no problems with
either.

It seems likely to me then that your FTP server is not closing either the data or command
channel TCP connections properly. If you can either provide a packet dump showing the problem
(or better yet, access to a server that displays the behavior) I can look into what exactly
the server is doing wrong and rule out Commons Net as a problem.
